Fire EngineAt the incident site, Emergency Response agencies require robust and scalable incident management communications that can be deployed quickly and easily. However, an incident at a multi-story structure, or sprawling warehouse facility, can make reliable communications difficult. Locating and tracking personnel inside these buildings and other hazardous environments has also proven to be problematic.

These agencies are also faced with finding a wide area, wireless data network replacement for CDPD, which will be phased out by mid-2004. Many dispatch and reporting functions use this network to send incident coordinates, unit status (en-route, on-scene, etc.), and other information relevant to a response.
